Caroline Mellor is a senior disaster and emergency management practitioner with nearly 20 years of experience across municipal and healthcare sectors. She is recognized for integrating strategic risk management with practical emergency program implementation.
Caroline led the development of Canada’s first municipal Hazard Mitigation Plan and has supported major infrastructure and urban planning initiatives, including the Toronto Harbourfront LRT, Billy Bishop Airport, the Energy East Pipeline, and Ottawa’s new hospital. Her work bridges enterprise risk management and emergency management program development, embedding ethical considerations, standards of care, and accessibility into operational planning.
She has served as a planner for nationally significant events including the G20 Summit, Caribana, and Canada 150, bringing strong interjurisdictional coordination expertise. Caroline specializes in Hazard Identification and Risk Assessment (HIRA), all-hazards emergency planning, critical infrastructure resilience, and business continuity planning.
An experienced exercise designer and facilitator, she develops high-fidelity simulations addressing complex scenarios such as mass casualty incidents and cyber events.
Caroline is currently completing a Master of Arts in Disaster and Emergency Management at Royal Roads University. She brings a safety-driven mindset, inclusive leadership approach, and strong technical depth to each engagement.
