Mr. Duperré began his career in the Canadian Armed Forces. Graduated from St-Jean Military College in 1995, he served with the R22eR infantry and was deployed on operations in Haiti, Kosovo and Afghanistan. Mr. Duperré joined the federal public service in 2007, assuming the management of a wide range of security and emergency management programs. From 2011 to 2019, he held the position of Director of Emergency Response Services at the Public Health Agency of Canada. Among other things, he was responsible for the National Emergency Strategic Stockpile, and from 2015 to 2017 for the Health Portfolio Operations Centre and the Quarantine Program. He has been involved in coordinating PHAC’s contribution to numerous health emergencies including the response to the Zika virus outbreak (2016), and responses to Ebola outbreaks, for which he was deployed to Guinea (2015) and in the Democratic Republic of the Congo (2019). From 2019 to 2026, Mr. Duperré was Director of Emergency Planning within the Government Operations Centre at Public Safety Canada where he was extensively involved in the coordination of the federal response to all events requiring Federal intervention, from COVID-19 pandemic, annual Wildfires, hurricanes and floodings.
Mr. Duperré holds a Bachelor’s degree in Military and Strategic Studies from the Collège militaire Royal de St-Jean (1995), a Master’s degree in Applied Military Sciences from the Royal Military College of Kinston (2008) and a Post Graduate Certificate in Change Management from the Université du Québec en Outaouais (2014).
