With more than two decades of experience in disaster and emergency management at the local, regional, and national levels, Perron Goodyear has held senior leadership roles across the public, private, and non-governmental sectors. He is recognized for his collaborative leadership style, steady performance during complex incidents, and ability to translate risk into clear, actionable strategy.
From 2016 to 2022, Perron served as National Director of Disaster and Emergency Management for an international humanitarian organization, leading large-scale domestic and international response operations. During this time, he contributed to the development of Canada’s National Risk Profile and the National Adaptation Strategy and participated as a member of the Canadian delegation to the Global Platform for Disaster Risk Reduction in Bali, Indonesia.
Following his NGO leadership role, Perron joined Public Safety Canada, where he led the modernization of GetPrepared.ca, the federal government’s primary public-facing emergency preparedness platform. This work strengthened national crisis communications, enhanced public engagement, and aligned federal preparedness messaging with current emergency management best practices.
Perron has contributed to more than 30 disaster responses and brings expertise across the full emergency management cycle — mitigation, preparedness, response, and recovery. His areas of focus include incident management, crisis communications, disaster social services, interagency coordination, and emergency management program development.
In addition to leading GEM Consulting, Perron serves as a Sessional Instructor with the Justice Institute of British Columbia and continues to contribute to professional dialogue at the national level. He holds a Master of Arts in Disaster and Emergency Management from Royal Roads University and a Certificate in Business Continuity from the Northern Alberta Institute of Technology.
As Principal Consultant, Perron leads and oversees all GEM Consulting engagements, ensuring strategic alignment, quality, and continuity for every client.

Caroline Mellor is a senior disaster and emergency management practitioner with nearly 20 years of experience across municipal and healthcare sectors. She is recognized for integrating strategic risk management with practical emergency program implementation.
Caroline led the development of Canada’s first municipal Hazard Mitigation Plan and has supported major infrastructure and urban planning initiatives, including the Toronto Harbourfront LRT, Billy Bishop Airport, the Energy East Pipeline, and Ottawa’s new hospital. Her work bridges enterprise risk management and emergency management program development, embedding ethical considerations, standards of care, and accessibility into operational planning.
She has served as a planner for nationally significant events including the G20 Summit, Caribana, and Canada 150, bringing strong interjurisdictional coordination expertise. Caroline specializes in Hazard Identification and Risk Assessment (HIRA), all-hazards emergency planning, critical infrastructure resilience, and business continuity planning.
An experienced exercise designer and facilitator, she develops high-fidelity simulations addressing complex scenarios such as mass casualty incidents and cyber events.
Caroline is currently completing a Master of Arts in Disaster and Emergency Management at Royal Roads University. She brings a safety-driven mindset, inclusive leadership approach, and strong technical depth to each engagement.

Jacob Stanescu is a disaster and emergency management professional with experience in government policy development, communications, and community engagement.
His work focuses on strengthening resilience through inclusive planning processes and meaningful stakeholder consultation. Jacob brings experience in emergency preparedness public education, risk assessment, and strategic policy development.
He supports clients across the disaster and emergency management cycle, contributing to program development initiatives that emphasize practical implementation and community participation.
